The null and alternative hypotheses are,

H0 : μ = 5000

Ha : μ > 5000

Test statistic is,

=> Test statistic = z = 1.59

p-value = P(Z > 1.59) = 1 - P(Z < 1.59) = 1 - 0.9441 = 0.0559

=> p-value = 0.0559

Since, p-value = 0.0559 is greater than 0.05 level of significance, we fail to reject the null hypothesis.

Conclusion : There is not sufficient evidence to conclude the average amount of births is over 5000 in the United States and territories at the 0.05 level of significance.
