Yes, a sampling plan describes a methodology you will use to select a sample from the population. Convenience sampling is a type of non-probability sampling. It collects the sample from that part of the population that is easily accessible. We use it when we want to show desire result. For example we want show that XYZ institution is great school then we will select those sample of students whose GPA are good.

Some of the probabilistic sampling are Simple random sampling ,Stratified sampling and Systematic sampling.
