number of yellow peas =x=165

so sample proportion is given by

a)

we have to create 90% confidence interval for proportion which is given by

so interval is (0.24,0.30)

b)

as expectation is 0.25

since confidence interval created in part (a) contain 0.25 so we can't reject the possibility of proportion equal to 0.25 hence result do not contradict the expectations.
