The effect size measures the magnitude of the difference between the means whether they have any practical significance or the magnitude of the difference is large enough. A statistical difference in the means does not mean that the effect was large because it could also be due to low standard error value. Hence, if our effect size is small or less than 0.2, we can assume that the results were not significant and we failed to reject Ho but vice versa is not always true.

If the 95% CI contains zero, we would fail to reject Ho if the hypothesized value was zero and say that there was no significant difference.
