A machine fills the balloons and it is suppose to put exactly 17 cubic centimeters of helium in each balloon with a population standard deviation of 3 cubic centimeters. Susie believes the machine is not working correctly so she calls a meeting. At the meeting she claims the machine needs to be shut down because she took a random sample of 16 balloons and found the mean amount of helium to be 16 cubic centimeters. Is Susie correct?
