In what sense can a random digit dial sample be thought of as a simple random sample?
Random digit dialing is a method for selecting people for involvement in telephone statistical surveys by generating telephone numbers at random but it may not be a simple random sample in a geographical area with a low telephone density or among household with multiple telephone lines and thus for it to be a simple random sample, it should be used in high telephone density areas and duplicacy must be removed for household's phone numbers.
