a) Yes, this event is statistically significant.

As it is pretty known fact that statistics deals with probabilities of an event and no random event has an absolute 0 probability (provided it is not impossible) so even in this football game the probability that the worst team will lose against the best team is not 1 that is not sure, even though the probability of winning might be very small but i can't be zero, hence we can say this is statistically significant.

b) altough this event is quite unlikely but we can't ignore the fact that this is not a event with 0 probability that is even if winning all the games is not easy but it isn't impossible.

There is some probability/significance for each event and that can't be ignored.
