Percentage difference = (% of whote students - % of black students) / % of black students

= (86% - 69%) *100 / 69%

= 17%*100/86%

= 19.76%

Percentage % change represents the degree of chage over a time period. But here since the time period is same, we can infer that White students are 19.76% more than the black students with black students taken as the base
