The four digit numbers can be formed from digits 1, 3, 5, 7 ,8 and 9.; if the numbers are less than 3000.
Then the thousand's place of the digit is fixed = 1 (1XXX) because we cannot use digit 3 or greater then 3.
Now, since the digits are not used repeadetly.
So, the rest of the 3 places (one's, ten's, hundred's) in the 4 digit number can be the permutation (repetiation not allowed) of 3, 5, 7 , 8 and 9.
So, There are 5 digit and 3 palces to fill.
So, number of possible 4 digit numbers greater less then 3000 using digit 1, 3, 5, 7 , 8 and 9 if repetiation is not allowed are
= 5P3
= (5)!/(5-3)!
= 5×4×3×2!/2!
= 5×4×3
= 60
Hence, there are 60 possible numbers.
