This type of surveys called as voluntary response strategy. In this surveys public can choose their own poll and vote for that. on the process of voting they can choose any of 2 numbers which are held in local Tv news. and some of the people didn't participate the voting process that means they not pay any attention on it.

The main theme of this survey is 20 elementary schools, the school board is considering the adoption of a new policy that would require elementary students to pass a test in order to be promoted to the next grade.

This school board can take their decisions based on the survey results. that means how many parents are agreed with their new resolution . or not.
