The Tukey's Honestly Significant Difference(HSD) procedure it requires equal sample size and equal group means.

False.

The Tukey's HSD procedure is used to check if particularly certain effects are significantly different from each other when the original null hypothesis is rejected. In this test we do require the sample sizes to be equal. However, if sample sizes are different we can perform another test called the Tukey-Kramer method.

The difference of the group means will be used in the test statistic to perform the test. If the group means are equal then the test statistic will be equal to zero and the null hypothesis will be automatically accepted.
