  1. If we were all in the same place, we all had the same phone and data connection (e.g., WiFi, 2G, 3G, 4G, 4G LTE, etc.), and each of us did a speed test on our phone at the same time, how would this affect measures of variability (variance and SD)?

It is given that people are using the same mobile phone with same network connection, i.e. wifi or any other network connection. We can see that the data or people's mobile phone and network connection are identical or we can exactly same. In this case, the measures of variability will be reduced drastically because there is hardly any error in the speed test run on the mobile phones.

Variance and SD will be reduced as same data items are used for running the speed test, there will be less variation in the data speed test result due to homogeneity of data.

So, measure of variability will be low in this case.

If people use different mobile phones and different network connection, then this will increase the measure of variability, be it either standard deviation or variance.
