Answer to question# 1)
In case of quantitative data set it is always possible to get the median value

the dataset may be open ended or close ended, in both the scenarios if we know the number of values included in the set, it is always possible to get the median value

the problem arises for the dataset that is not quantitative

In that case median doesnot serve the purpose

in a qualitative dataset mode is the best measure of central tendency

.

Now if talk about only qualitative dataset, if the data set is normally distributed median is same as mean and both sevre as the best measure

In case of skewed dataset mean fails to serve the purpose and hence only median becomes the best measure of central tendency in that case

Thus median is the best measure of central tendency and yes we can get median value in all types of dataset
