we can make the conclusion about the significance of the test only if we got the critical value or the P value for the test.

What we know from the question is that a two mean T test was conducted.

The test statistic is given T = 3.45

And the significance level is given

What we don't have to make the conclusion is the degree of freedom to find the critical value of the P value.

We don't`` know the null and alternate hypothesis. Eg if it is two-tailed or one-tailed.
