The one situation in an experiment when an independent measure t statistic is appropriate is when the samples are independently taken.

For example, the collection of heights of males and females are independent of each other but if we take the height of males when a year starts and again take the height of same males after 6 months this will be considered as a paired sample or dependent sample.

This is more appropriate than something else because it is easy to calculate the t statistic but we can use it if the data follow the assumptions of the t-test. If the assumptions are not followed then we use non-parametric methods.
