We have to explain why data expressed with the Celsius temperature scale is at the interval level of measurement rather than the ratio level.

Interval level of measurement: The interval level measurement classifies and orders the measurement and distances between each interval are from low to high interval. It can have negative values as well as positive values.
The interval between two values is meaningful and can be interpretable.

Ratio level of measurement is similar to Interval level of measurement but have always an absolute zero point or we can say it has true zero point. It means if observation has value 0 then it means that observation is absent or does not exist.
So if we consider temperature in Celsius ,then 0 degree celsius is existing , so it does not mean that temperature at 0 degrees celsius absent.

Also temperature in celsius can have less than 0 values, so ratio level of measurement is not appropriate as Celsius temperature scale does not have true 0 point.
