Framers thought it is necessary to include the Ninth Amendment because it incorporates that rights of Citizens are beyond those listed in the Constitution. The Tenth Amendment incorporates the principles of federalism. It leads to sharing of power between state and central government, which in turn, establishes the balance of power between the federal government and the State. This establishes equilibrium between them and hence they operate effectively.

No, one or the other would not have been sufficient. Both are necessary to ensure the Citizens are subjected to a totalitarian government.
