We can never be 100% confident because there are alway some uncertainty in the data, which we used for the calculation. One can be 99.9% confident, but can never be 100% confident due to the presence of uncertainty or errors in the data values.

If we talk about confidence interval, then 100% confidence interval will be widest confidence interval and it will include all the data values and didn't provide us the range of data values where we except the population mean, but provide us with minimum and maximum data values. So, it is not advisable to use 100% confidence level.
