a sampling frame is the source material or device or list from which a sample is drawn.

(b) we should use random sampling method to select individual from sampling frame.

Random sampling is a procedure for sampling from a population in which  the selection of a sampling unit is based on chance and every element of the population has a known, non-zero probability of being selected.

(c) we should stratify the sampling procedure. it is always good to have stratification for better inference.

With stratified sampling, the researcher/sampler divides the population into separate groups/strata. Then, a probability sample (often a simple random sample ) is drawn from each group/strata. Stratified sampling has several advantages over simple random sampling.
