I need a value that is 87.5% smaller or equal to the rest of the data, but 12.5% bigger or equal to the rest of the data.

So, of the 10 numbers, 8 12000s exist, 4 6000s exist. = 12 numbers exist in total.

So, a number which is smaller than 87.5% of the numbers ( or 9 by 10 of the numbers), and bigger than 1 number ( 12.5% )

12 numbers/ 10 = 1.2 th number from the 12 numbers is the correct answer. This 1.2th number is between lowest and 2nd lowest number. But the lowest and second lowest number are 6000 and 6000. So, the number that is 87.5% smaller or equal to rest of data , but 12.5% bigger or equal to rest of the data is 6000
