Solution:

We have to interprete meaning of "A student is told that his score on a test was at the 90th percentile in the population of all students who took the test."

Interpretation: Suppose 100 students appear a test and one student is told that his percentile is 90 or that one is placed in 90th percentiles, it means to say that the candidate has done better than other 89% or 90% candidates but still 9% or may be 10% other students have scored better than he/ she did.
