Which manufacturer's bags have the higher average of bursting pressure? Which manufactures would you like to recommend and why? If the buyer does not want to buy bags of more than 16 kg bursting pressure then how does it change your suggestion, if at all?

average of A =wi*xi/xi ;here xi is number of bags and wi is category weight
=(3*11+14*13+30*15+56*17+12*19+5*21)/120=16.25
average of B=(8*11+16*13+23*15+34*17+24*19+15*21)/120=16.58

if 16 kg is threshold ; then we can select any of A and B ; as they have equal number of bags(47 bags and hence equal proportion) below 16 kg bursting pressure
