Parameter is function of population values.

Suppose You know that in a certain city the height of people are normally distributed with mean (or any distribution it may follow). You are interested to know the average height of people of that city. Here is the average height of population and is the unknown parameter.

Now it is not possible for you to measure height of each and every person in that city.Hence you need to estimate the unknown population mean by taking some sample from the population.

So, In a nutshell anything that is a function of population is a parameter. It is not possible to enumerate each and every population member to know the true value of parameter and hence estimation is required.
