A population is a group of phenomena that have something in common.

A sample is a smaller group of members of a population selected to represent the population.

Here in part A we have sample as people who responded as votes.

now in part B we will consider a population as all republicans who proposed Obama Care Repeal. yes this is the population which she intend to poll.

Now going to part C we know that the parameters is a characteristics of a population which is mean and standard deviation of all republicans who proposed Obama Care Repeal.

now in part D i think her poll results are useful to her because she got the number of peoples who do not support the repeal of Obama care.
