Q2: The university can keep the survey response of the student about the lecturer performance confidential so that the lecturer will not know which student has given a particular response. Only the responses without the identity of the student should be evaluated for lecturer performance.

Instead of just relying on the response of the students, the lecturer's performance can be statistically evaluated in a rigorous manner on factors such as: (1) performance of the students in the subjects taught, (2) punctuality of the lecturer, (3) number of quiz, class tests, seminars etc. conducted by the lecturer (4) attendace of students in the lecturer's class etc.
