The Banzhaf index is a mathematical representation of how likely a single voter would be able to swing the vote. It is needed when votes distribution/power of vote is unequal among voters. To calculate power of voter using Banzhaf index, need to find out all coalitions of winning. Then comes the part critical voter who can change the results by their vote (person having more votes).

So, given statement is true. Because forming coalitions of voter is affecting Banzhaf index.
