from above 99​% confidence interval of  parents who had children in grades​ K-12 were satisfied with the quality of education the students receive =0.378 ; 0.454

as above interval does not contain 0.48 as plausible value for population proportion therefore we can conclude that parents' attitudes toward the quality of education have changed.
