Suppose it is nonsignificant with the value zero.

That means from the sample information we cannot conclude that the population coefficient is different from zero. The confidence interval of the corresponding population coefficient based on b include zero.

From this non-significance we also conclude that the independent variable corresponding to this coefficient is not usefull for estimating values of the dependent variable.
