A Type I error is the incorrect rejection of a true null hypothesis

A type II error is the failure to reject a false null hypothesis

Here the Hypothesis would be

H0: The routine is not effective

Ha: The routine is effective.

Since the routine is more effective, we should be rejecting the null hypothesis, but researchers have concluded that the routine is not more effective, i.e they have accepted the null hypothesis. They have therefore failed to reject a false null hypothesis, which is a Type II error.
