The statement is uncertain because if unemployment rate increases , then labour force participation rate may not change until and unless unemployed becomes discouraged and stops looking for jobs. When they become discouraged workers, then they are not part of labour force. Thus the labour force participation may not reflect true unemployment rate. At the same time if their is increase in unemployed and they actively still look for jobs than the Participation rate remains the same.
