Can we use pressures to conform as a preventative of massacres to happen such as My Lai?

The incidents such as My Lai massacres, where hundreds of innocents were killed brutally by the American army should be openly criticized. The strong public opinion against such brutalities where the elderly men were killed without any mercy, young women and girls were raped before they were killed, and children were shot down mercilessly would pressurize the military not to conform to such acts in the future military operations. Instead of defending and covering up such inhumane incidents strong public opinion against such actions would pressurize the government and military to take strict measures to prevent such atrocities in the future.
