How would you go about reducing some of the limitations (time and money) when using classical experimental design research in the criminal justice field?

Classical experimental research approach deals with formulation of situation artificially to observe how the subjects react to them. This involves lot of time and money in setting up the experiment and collecting subject as well as going into details while setting it up. Some of the ways in which the effect of limitation can be reduced are - by resorting to quasi experimental designs which serve the purpose of classical experiment design models but uses less resources, by using less subjects to reduce time consumption, by creating more lie-like situations that would cost less,by resorting to other experimental techniques and by developing study only for necessary scenarios.
