If money was not an issue and you were given the task of creating a SCHOOL. what would you consider to change the scope of public education for disadvantaged youths?

There are several programs for the public education already, such as, no child left behind, race to the top, and every student succeed act. If I would get the task of creating a school, then I will prefer to apply already existing programs first then. It will be great opportunity for the disadvantaged youths for their education. Everyone will get the chance to study, the materials will be provide at free of cost (or minimum cost whatever will be possible practically). There will be free library with internet connection for everyone. All facilities will be providing to them without any discrimination.
