As per Mahatma Gandhi, independence is a bottom down approach, which means village or Panchayat has to become republic, having powers. They will be self-sustained and individual and can tackle any difficulty, able to manage its affairs without the help of external world. This does not deny dependance or providing help to the world.

If villages become republic, it would be considered as a highly cultured society where men and women know their wants and have equal share of labour.
