I would prefer to cut on the infrastructure as I can spend on it later on and there is no upper cap set on this. The basic infrastruture is present everywhere nowadays, so cost cutting on this part may not harm the public adversely. Public safety is also an important task, as the safety of the nationals is of utmost importance. I would rather like to give a slight cut on this as well because the basic safety measures are already installed.
