1. They don’t have any legal rights to be upset if their parole is denied unless if it is the death of one’s beloved. They were the first ones to deny the laws of the land in the first place and they choose to be an inmate because of the same reason. So there is no need to be upset about the parole being denied.
2. In my point of view, it’s the responsibility of the officers who deny parole to read the parole request before denying it because they should state why the parole is denied. The reason the prisoner stated for the parole should be mentioned in the reply letter.
Another point is that if the prison officer for sure knows that the prisoner won’t be able to get parole for any reasons, can straight away send a reply stating the legal point of prison without parole.
