What role, if any, should a police union have in determining organizational polices, and why?

The police unions instead of protecting the "bad guys" within their department should aim at creating policies that would promote people's trust in them. They should critically evaluate themselves and should aim at creating measures to gap the bridge between them and the minority people. The other factors that the police union should be concerned of is about addressing the issues as wages, working conditions, working hours and the general goodness of their members while providing their service to the society.
