The infant's primary needs are her mom or care taker. Which are similar toddlers even they require love and care and are their primary needs. Toddler at the age 3-4 is able to understand some concepts or somethings, some sentences. The toddler is able to do some motor skills on their own such as scribbling, playing on slides etc. That's the reason they are sent to schools.or even at home they are taught how to follow instructions. They have more learning based environment compared to infants.
