According to doctrine of any of the states there are 3 bodies for it; legislature, judiciary,executive. The executive and legeslature together make government. The judiciary solves disputes between parties.

The judicary of US isactually a model for many of the countries ,its constitution is the product of judicial construction. Supreme court is the judicial power of US.The courts in the US is declaring its laws, Supreme courts sits at the top of courts and rejects almost all cases bought to it.In Georges case the people in US was unhappy about the behaviour of the president,as he deals with racism. The courts had an ethical obligation to speak out in his death.
