Can a business refuse service as part of the owner’s rights or must a law be enacted to ensure others’ rights are not violated?

In my opinion law should ensure that all the customers get what they want from a shop. If it is in the hands of the owner to decide whether to provide service or not, the owner may refuse or provide service based on various reasons such as, race, color etc. This will only create tension among the communities. If it has to be fair, the owner should have some reason to refuse service to someone such as, the customer behaved badly, the customer stole something etc.
