Juvenile Rehabilitation centers must adopt a Therapeutic "correctional" approach, rather than taking punitive measures. In this way, Family members, neighbors, community, and friends would not feel guilty report juvenile approaches. If bad behavior continuously gets reinforced in adolescence, it increases significantly the risk of continuing it in adulthood and often to more serious offenses and crimes.

Juvenile misbehavior must thus be destigmatized to an extent that it is acceptable and beneficiary for young minds and behaviors to change and find better ways of living.
