Classical conditioning occurs when you learn to associate two different stimuli. Learning refers to involuntary responses that result from experiences that occur before a response.
Operant conditioning involves changing voluntary behaviour. Behaviour response is followed by reinforcement or punishment. Skinner developed the operant conditioning to understand and help people with behavioural problems and their voluntary actions rather than just creating involuntary responses as in original Pavlov's classical conditioning.
