Answer #1

We need to first understand what a white collar crime is.Such a crime doesn't involve a wilfil motivation to harm others physically. So these are civil matters. The offenders are usually those who come from middle or hifhig docioeconosoc classes. Thus these civil matters can include insurance fraud, healthcare fraud, banking fraud to name a few.So , essentially these are crimes that involve disapropeiation, concealment and unlawful denial of money and other such benefits to its rightful beneficiary. So in fact, the crime is often compared with the criminal nature of violent crime and thus the laws currently enforceed to regulate the civil matters aren't effective.
