Both kinds of operations are wrong because both involve violence directed at innocent people.The terrorism or any other kind of killing cannot be possibly justified at any cost. This kind of a mindset is going to create a very bad society.Many people are killed, families are destroyed and life of little kids become miserable. They might end up growing without their parents and in poverty. Violence is not good for any kind of development and moreover, peace is disturbed.
