Harry Laughlin's worked keenly for the proliferation of compulsory sterilization legislation in the United States. According to this legislation, the "unfit" members of the population were to be sterilized. He drafted a model law for compulsory sterilization and to remove the difficulties arising in its implementation in his 1922 study of American sterilization policy, Eugenical Sterilization in the United States. As per this document; the feeble-minded, the insane, criminals, epileptics, alcoholics, blind persons, deaf persons, deformed persons, and indigent persons were to be included as subjects for eugenic sterilization.
