This concept does not justify terrorism and torture. Thus based on this notion terrorism is not permissible under any circumstances and so is the torture that is associated with it. Thus the categorical imperative of not harming anyone in life and being benevolent to all should not be violated unconditionally; based on the Kantian ethics.
