punishing an innocent person is both morally and ethically wrong underunormal circumstances.

It is permissible to punish an innocent person only when the person is willing to be punished and attaches the tactics of punishment with glory, pride and honor. For example during historical times in order to protect the things often the most loyal ministers of his used to go in order to get imprisoned by the enemy. Though the ministers were innocent but they wanted to be punished in order to protect their king. In such circumstances punishing the innocent is permissible.
