Transportation: Emergency pick-up, issues at different locations and connectivity between various emergency services would entail sturdy and standardised vehicles that are fully equipped with medical or other required equipment.
Personnel: Doctors, managers, fire-fighters, counselors and other individuals from varied professional backgrounds would be naturally employed at such an organisation.
All of these basic factors would require a great deal of government, community or private funding through trustees or multinational organisations. Without major funding and tie-ups with insurance companies, it would be difficult to manage an undertaking of this scale on a non-profit basis.
