During the times when second amendment was made, the Revolutionary was over,and the British oppression were still fresh in the minds of the people. It was citizen militias who defeated the mighty British army. It was required to keep personal arm by each members of these militias. So in order maintain these state militias as they didn't had any army during those days, there was a threat from British army and the founding fathers did not wanted the federal government to disarm these citizen militias,so they found second amendment was important and uncontroversial during those days.
