Yes, it’s still a societal ideal but it’s mostly present in rich and developed countries. In developing countries and underdeveloped countries it’s still not present because of the economic conditions. Parens Patriae in Juvenile Justice System that allows the state to intervene to provide a safe growing environment for the children which is followed in almost all the developed countries for various reasons such as negligence, parental violence, medical reasons, custodial issues etc. These children will be place in a home or with foster parents to be supported in a healthy environment.
Every child needs it's rightful life on this earth and it's the responsibility of the state to provide a safe environment and support to its citizens and children are obviously the future of the nation.
